Joan Bondareff
Of Counsel at Blank Rome Government Relations LLC & Principal at THE SPECTRUM Group

Joan Bondareff is a new WGR member whose professional background in government relations, energy, and maritime, transportation, and port security allows her to multi-task across a variety of issues.

Joan currently balances her schedule between her role as Of Counsel to Blank Rome LLP’s Washington, D.C. office, where she focuses her practice on maritime, transportation, and port security issues, and her role as a Principal at The SPECTRUM Group, an Alexandria, VA consulting firm where she concentrates on homeland security, defense, and renewable energy projects.  Joan was also just reappointed by Governor McAuliffe to serve a four-year term on the Virginia Offshore Wind Development Authority, a legislatively-based advisory group to the Governor of Virginia whose mission is to promote clean energy jobs in the Commonwealth of Virginia with a focus on offshore wind.

Prior to her years in the private sector, Joan was Committee Counsel to the (former) House Merchant Marine and Fisheries Committee, where she worked on legislative issues from OPA 90 to protecting Antarctica.  After leaving the Hill, Joan was appointed Chief Counsel of the U.S. Maritime Administration by President Clinton, honoring her with the distinction of the first woman to serve in that role.

Joan strongly believes in the abilities of women to bring a new focus to their companies and organizations and to promote success through teamwork.  She looks forward to promoting these goals in her role as a new Co-Chair of the Homeland Security and Defense Committee.
