Tamra Spievogel is a Senior Fellow with the State-Federal Relations program of the National Conference of State Legislatures (NCSL) a bipartisan organization that serves the legislators and staffs of the nation's 50 states, its commonwealths and territories. Her work with NCSL focuses on providing legislative and regulatory analysis to State Legislators and Legislative staff concerning intergovernmental policy and the nexus between state and federal policy making. While she currently focuses on health & human services, immigration and hunger & and nutrition issues she has extensive experience working on environment, energy and infrastructure issues.  During her more than fourteen years with NCSL, she has staffed numerous different NCSL committees covering a wide range of jurisdictions including; Agriculture, Energy, Environment, Education, Labor, Workforce Development, Human Services, Health, Law and Criminal Justice.  She holds a Master’s degree in Public Policy and a Bachelor’s degree in Environmental Studies from the American University in Washington, D.C.
