WGR Celebrates 50 Years of Advancing Women in Government Relations

Washington, D.C. (June 10, 2025) — Women in Government Relations (WGR) is proud to announce that Jessica Yellin—Emmy Award-winning journalist, former CNN Chief White House Correspondent, and founder of independent news outlet News Not Noise—will keynote its 2025 Leadership & Advocacy Conference. The event will take place September 18–19, 2025, in Washington, D.C., and marks WGR’s 50th anniversary.

Known for her fearless reporting and political insight, Yellin will bring her trademark clarity and candor to the stage, offering a timely and thought-provoking keynote tailored for women working at the intersection of policy, advocacy, and leadership.

"Jessica Yellin is exactly the voice we need right now—smart, fearless, and deeply relevant in today’s political climate," said Chatrane Birbal, President of WGR. As part of the conference, WGR will also host the annual Excellence in Advocacy (EIA) Awards, which recognize outstanding advocates who dedicate themselves to representing their issue, cause, or organization in the public policy arena. Nominations are open through June 22. Individuals are encouraged to nominate themselves or a colleague who is making an impact.

The keynote speaker on the first day is Maria Cardona, a well-known policy strategist at the Dewey Square Group who focuses on efforts with Latino communities. She has additional experience as a news commentator and as a former press secretary for Cabinet members.

Day two’s keynote will be delivered by an expert in positive political discourse. Tami Pyfer is the creator and implementor of “The Dignity Index” which encourages language that promotes dignity and not contempt through the organization UNITE. Other speakers will share successful efforts to promote policy efforts that meet society’s needs for embracing the full range of our communities.

Topical sessions on key policy issues of Environment and Education will support this year’s theme: “Stronger Relations = Better Advocacy.” Panel discussions will contribute ideas and experiences to explain the impact of diversified outreach on policy success.

Building on the success of previous DEA Summits, with more than 300 participants, this year’s program will examine current issues, as well as explore ways to promote understanding, allyship and action in DEI. National experts and leaders will present research and concrete strategies for issue outreach. Further, they will discuss organizational shifts and increasing participation in public policy. 

WGR is the premier, non-partisan professional society for those who have responsibilities and interests in the field of government relations and/or public affairs. Founded in 1975, WGR has over 2,000 members at every career level in Washington, DC and around the country.

About Our Honorees

Governor Award: Governor Laura Kelly (D-KS)

Gov. Kelly is an advocate for all Kansans, especially for women and women’s rights. Her bipartisan spirit allows her to bring both parties together to get things done for her state and under her leadership, Kansas has been crowned the “come back state.” With Gov. Kelly’s re-election, Kansas leads the nation in electing women governors and Kelly joins only eight other women governors to serve two terms as heads of their states. She is a strong supporter of WGR and attended two previous Governors Receptions where she came to cheer on her colleagues receiving awards.

Governor’s Staff Award: Christina Gungoll Lepore

Christina is an extremely engaged DC Director who represents the best of government relations professionals. She spends most of her days connecting with colleagues in the Hall of States, on the Hill and those based on Oklahoma. Christina cares deeply about advancing the work done by women in the government relations space. She is a friend and supporter of WGR and embodies what it means to be true to yourself while making space and advancements for others.

Shanequa Levin, CEO & Founder, Women’s Diversity Network

Shanequa is the founder and CEO of the Women's Diversity Network, an organization connecting and mobilizing women of different backgrounds to create positive change through collective work and a unified sisterhood. She convened a Black-led, multi-racial, multi-ethnic, multi-generational coalition of organizations, activists, and community members who are working to ensure genuine public safety for all Long Island communities called LI United to Transform Policing & Community Safety. She has been instrumental in advocating policy changes to Early Care and Learning, Raise The Age, Paid Family Leave Insurance, Bail Reform, and more.

Advocate on the Rise

Samantha Sliney, Department of the Air Force Women's Initiatives Team Co-Lead, United States Air Force

Major Samantha “Sam” Sliney is a United States Air Force (USAF) judge advocate serving within Special Operations. In addition to her full-time duties, she co-leads the Department of the Air Force Women’s Initiative Team as an advocate changing policies to ensure the USAF has inclusive policies for women. Sam is a powerful advocate for servicewomen in the USAF and within the Department of Defense (DoD). She worked for 3 years to change the USAF and DoD policies regarding breastmilk shipping for servicewomen. The Secretary of Defense adopted her proposal in April 2022 and servicewomen are now reimbursed for shipping breastmilk when they travel. Sam not only secured this for servicewomen, but civilian women who are employees of the DoD. Sam has differentiated herself by her persistence and relentlessness to see this policy changed.

This year, we are celebrating two Distinguished Members, Lauren Colicelli and Shannon Patrick. These women are dedicated to the mission of WGR and passionate about creating generations of powerful women advocates.

Lauren’s leadership on the PACs, Politics and Grassroots (PPG) Task Force was integral the to the task force programming successes which included the annual Spring PPG Conference, the Election Program Series and quarterly events. Her efforts encouraged and supported WGR member engagement.

Lauren currently serves as Co-Chair of this year’s Professional Women in Advocacy Conference. Her level of commitment and dedication to the conference is immeasurable and we hope you’ll join us October 3-4 in DC to congratulate Lauren on her exceptional planning and execution.

Shannon has held many roles with WGR further proving her commitment to our organization. Her leadership as Co-Chair of the Financial Services Task Force to create innovative, new events on hot topics has not only engaged members, but also brought in new sponsorship opportunities for the organization.

Shannon served in leadership roles on both the Workplace Anti-Harassment and Membership & Engagement committees. Her brown bag check-in events during the pandemic provided an inclusive space for members to share their feelings associated with the ever-changing COVID environment.

The Fellowship provides real-life opportunities to build your professional and personal skillset as an emerging government relations professional. This year-round program is aimed at creating the next generation of talent, ethical, savvy, and passionate advocates.

To apply for the Fellowship, candidates must have the following qualifications:

• Resident of the DC metropolitan area (DC, VA, or MD);
• No more than three years of professional work experience;
• Interest and/or experience in the government relations profession.

The keynote, “Leading for Diversity: Taking a Risk for Such a Time as This” will close two days of speakers, panels, and interactive sessions including opportunities for action. Dr. Almond will engage participants to embrace “the need for leadership, allyship and professionals who are equipped with the courage, community, and strategy to lead for diversity both inside and outside of their organizations.” 

The in-person final presentation will begin at 4 PM, July 27, followed by a networking reception at 5 PM, both at the Renaissance Hotel.

Keynote speakers, panels, and interactive sessions will provide information and opportunities to create personal as well as organizational goals to promote ownership, allyship, and action around DEI issues affecting public policy and political discourse. “This Summit is WGR’s way to find and explore commonality among peers in public policy and work to promote a diverse, equitable and inclusive community,” noted Executive Director, Jen Brydges. “The Summit’s focus is on reinvigorating advocacy through ownership of the issues, deepening advocacy by honing allyship skills, and enabling action to achieve necessary change for government relations and our world.”

Building on the success of previous WGR DEI Summits, which each brought more than 300 people together, this year’s program will enable government affairs and other professionals to examine current issues as well as learn and develop ways to promote DEI. National experts and leaders will present research, ideas, and concrete strategies. New this year will be interactive breakout sessions call “action hours,” with focused networking around goals and visions for DEI.

WGR is a Washington-based organization with national membership of more than 1200 professionals. WGR’s vision for the field, and in turn, for the DEI Summit includes considering, promoting, and sustaining a diverse, equitable, and inclusive government relations field that welcomes and considers people of all races, sexual orientations, socioeconomic status, religions, political affiliations, ages, gender identities, disability status, and any other dimension of identity.
