Led by seasoned experts who worked closely with Judy, this series will provide you with practical tools, tips, and strategies to navigate the complexities of Capitol Hill with confidence and success.

Session Descriptions:House Procedure"Germaneness," "committee of the whole," and "suspension" - these terms and many more will be explained in this section of the institute. Learn about the role of the Rules Committee and the procedural processes used to pass a bill on the floor. Amendment ProcessMembers of Congress can use the amendment process to change legislation to reflect their interests and views. In this session, you will learn about the amendment tree and the many layers of the amendment process. Committee ProcedureCongressional committees formulate legislative language through various procedures in subcommittees and full committees. Learn about bill referral strategies, mark-ups, committee politics, the role of the chairman and ranking member, and an overview of committee staff roles in committee proceedings. Senate ProcedureLearn why the founding fathers created procedures on the Senate floor to make the Senate "the deliberative body." This session will discuss such subjects as: "motions to table," "quorum calls," "filibusters," "cloture," "post-cloture," the role of the Vice President and presiding officer, time agreements and all other features that govern debate on the Senate floor. WHAT DOES IT ALL MEAN?So you know HOW Congress works, but do you know how to WORK Congress? Cultivating the next generation of women advocates, this "how to lobby" series gives you the tools to do your job as a registered lobbyist or policy expert who interacts with the Hill. 
 Meet the Speakers:  Muftiah McCartinPrincipal at McCartin Public Policy Group Muftiah McCartin employs a unique blend of legal, policy, political, and process skills to craft and execute strategies to achieve an organization's policy, financial, public relations, and legal goals. She has been praised by congressional leaders for "her policy and technical expertise [that] have served both sides of the aisle over many years," for "personif[ying] competence, professionalism and courtesy," and for being "one of the most able people with whom I have worked during the 30 years I have been here." Her distinguished public service career in the U.S. House of Representatives included senior positions with the Rules Committee, the Appropriations Committee, and the Parliamentarian's Office. She has carried her work ethic and expertise to private practice, advising a broad range of organizations that face legislative and regulatory challenges.   Laura DoveChair of the James Madison Memorial Scholarship Foundation Board of Trustees Laura Dove is the Chair of the James Madison Memorial Scholarship Foundation Board of Trustees. She was nominated by President Biden and confirmed by the Senate to this position. Ms. Dove devoted decades of service to the United States Senate, from her appointment as a Senate page in the 1980s to her election as the body's Secretary for the Majority. As party secretary, Ms. Dove was responsible for forging consensus among Republican and Democratic Senators to move legislative and executive matters across the floor of the Senate, confirming Presidential nominations and treaty documents, and coordinating activities with the minority, House of Representatives and Executive Branch. When Ms. Dove retired from Senate service in 2020, she joined Ford Motor Company and led federal government relations for two years. She went on to serve as a senior fellow at Harvard Kennedy School's Institute of Politics and a Pritzker fellow at the University of Chicago, where she led a seminar on the role of the Senate and its place in American democracy. Ms. Dove holds a Master's degree in American studies from the University of Virginia and a Bachelor of Arts from the University of North Carolina, Chapel Hill. She lives in Alexandria, Virginia, with her family.   Elizabeth ReichertsGlobal Head of Government Affairs at SolarEdge Technologies Liz is the Global Head of Government Affairs at SolarEdge Technologies. She is the former vice president of external affairs for General Motors and was previously the vice president of government affairs for Siemens. In this role, she managed the US Government Affairs team and led the strategy on US policy and international affairs. Liz was responsible for holding relationships with the US Congress, Administration and key state and local government officials regarding legislative, regulatory and policy issues in support of Siemens' businesses and on behalf of its 50,000 US employees. Liz holds an M.A. in Political Management from The George Washington University and a B.A. in Psychology from Western Michigan University. She serves on the boards of the National Foreign Trade Council, Organization for International Investment, the National Association of Manufacturing's National Public Affairs Steering Committee, Women's Energy Network, All In Together, The Jefferson Islands Club, and is Past President of Women In Government Relations. She also represents Siemens on multiple government affairs committees at relevant industry associations.   Anne EspositoFounder, AEGIS Anne Esposito is currently the founder of AEGIS, which specializes in strategic thinking, government affairs engagement, third-party advocacy, persuasive messaging, crisis management, public speaking, and message and campaign development. Anne is a seasoned government affairs and public policy professional with over 30 years of experience, possessing a robust background in policy analysis and development, strategic communications, and political strategy. Driven by a passion for innovative solutions to address societal health challenges, Anne earned a Master of Health Science degree in Health Policy from Johns Hopkins University. Most recently, Anne served as the Senior Vice President for Federal Advocacy at PhRMA, the leading trade association for the biopharmaceutical industry. In this role, she led a team of professionals in engaging with policymakers, stakeholders, and partners to advance the interests of the industry and the patients it serves. Anne spearheaded reforms to enable affordable patient access to medicines, shaped federal public policy debates on drug pricing and the U.S. healthcare system, and defended against harmful drug pricing proposals in Congress and the Administration. Additionally, she coordinated comprehensive federal advocacy efforts across policy, alliance, legal, and public affairs. Committed to promoting a policy environment that fosters medical discovery, access, and affordability, Anne is dedicated to delivering advocacy that upholds the highest ethical standards and values.   Peggy TighePrincipal, Powers Pyles Sutter & Verville Peggy Tighe is a principal in Powers Pyles Sutter & Verville's legislative group. She deciphers and interprets highly complex healthcare matters and translates them into action. She teams up with health systems, patient groups, and provider organizations to develop persuasive policy arguments and strategies to influence Congress and relevant agencies, creating change to protect and support providers and the patients they serve. Peggy focuses her practice on lobbying, coalition building, crafting and implementing grassroots campaigns, and coordinating media relations. A dynamic and entertaining speaker, she is well versed in giving congressional and policy updates on subjects such as Medicare provider reimbursement and burden relief, patient safety, medical liability reform, the 340B Drug Pricing Program, including a focus on Ryan White Clinics, transplant policy, cancer early detection, genetic screening, and mental health. Peggy has spent her career understanding the complex policy problems faced by health systems, patient groups, and provider organizations, and influencing federal policy and decision-making on their behalf. Peggy's prior experience in healthcare lobbying and policy with two highly visible, national healthcare associations, the American Medical Association and the Health Insurance Association of America, as well as with dozens of national coalitions and individual clients, make her unique in this space. Peggy has built and actively nurtures contacts and relationships on both sides of the political aisle, focusing her efforts on finding the right policy solution. She served as AMA's lead lobbyist and primary contact with House Republican leadership, the House Energy and Commerce Committee, and some 80 Congressional assignments, including the majority of physician members of Congress. She also works closely with the House Ways and Means Committee, Senate Finance Committee, Senate Health Education Labor and Pensions Committee, and other relevant committees on both sides of the aisle. Described by clients, Congressional staff, colleagues, and contacts as "incredibly responsive" and "a team player," Peggy devotes enormous effort to ensure that clients never wonder about her activity and commitment, that members and their staff always have the tools and information they need to support their decision-making, and that her strong relationships on Capitol Hill result in direct benefits to clients.
